Asako Jounan is the former Power Development Supervisor of Nagatenjouki Academy and is once a member of Anti-Skill. After failing to develop a Level 5 for Nagatenjouki in her term in office, she is relieved from her position, which causes her to develop a plan to experiment on espers' reaction to stimuli.
